Yes it can be used on the ice. The only issue you may have is the trainer slipping around after passes.

Can you use street hockey balls?

The onetimer training center is used primarily for hockey pucks. It is not designed for use with a hockey ball due to the tension of the band and the fact that the weight of the ball is not enough to produce a response.
