what does a lie of 4 mean?

Lie means the way your stick sits when you are holding it straight to be flat against the ice. 4 would mean that the blade come off the ice a little when held straight.

What is the difference in the patterns W03 and W28?

The W03 is more of a toe and bigger curve similar to the Bauer P92 curve. The W28 is more of an open mid curve that would be similar to the Bauer P28.
