Pants should fit comfortably while offering full range of motion for the player. The size of the pants should correspond to the player's waist size and should accommodate a girdle underneath. But, you do not need to go up an additional size in order to account for the space to be taken up by the girdle - inline pants are manufactured with the space necessary for a girdle. Pant legs should be able to fit over shin guards and still be relatively loose.
